The creation of these also meant people were simultaneously trained to manage such infrastructure and the growing economies. La Francophonie was created to help aid French speaking countries and colonies. The Fracophonie group also created ACCT which was a NOG as well and it promoted French culture and built cultural and technical collaboration between different major linguistic zones.
