In 1993 the liberal Quebecois, Jean Chretien became Prime Minister. He aimed to end the finicial deficits and wanted to balance the budget, so in 1998 he created a surplus because Canada was heavily in debt. He faced the regional tension of the creation of the Blog Quebecois who wanted Quebec separatism and was in charge during the September 11th terrorist attacks and committed Canada to go to Afghanistan. When the Reform Party became popular because of western discontent and western alienation Chretien was still running. Later on the Reform parting became the Canadian Alliance and then the Canadian Conservative party.
