In 1992, Agenda 21 came into action. It was a plan created by the United Nations looking into sustainable development. This was the outcome of the United Nations Conference on Environment and Development, in Rio de Janeiro. A major problem in the world today is the fact that only 3 percent of the worlds water is fresh and in fact 78 percent of the rest of the fresh water is frozen in glaciers and ice caps. Because of this stress, aquifers have thus bee introduced, to collect groundwater. These aquifers receive abuse though, in terms of over-usage, pollution and rerouting due to irrigation, but since the abuse of lakes and rivers in some countries has riser, aquifers are a good expansion. Though conservation and technological advances could soon be the solution to the abuse aquifers receive.
