1966 by Prime Minister Pearson. It was a publicly funded medical system and in 1984 the Canada Health Act was made which gave all Canadians access to medical services. Each province was given payments to help pay as needed and although some people fear the government won't be able to continue to pay for this in the future, the Two-tier system could be the answer, along with some public and private, as well as privatization to make the system more efficient. Some fear this public system could go downhill, because it has in the US.
